Is there anyway to fix scans like this? I have a bunch off MiniTokyo like this, they're very poorly scanned.

dust can easily be fixed by photoshop or any other modern imagetool

as for artifacting, bad scanning, everthing where detail is missing... hmmm hard... basically easiest would be to repaint broken areas, as lost detail cant be added via filtering, or only to a minor degree...
