Actually I believe you CAN face legal issues, there are legal cases where people have been fined or imprisoned for improper censorship of "Obscenities" In accordance with Japanese law, Male and Female Genitalia must be covered with some form of censorship. (The anus and breasts do not count as sexual organs legally so you don't have to censor those)
