Neither do I, but we should still let others tag them as necessary. The seifuku tag does feel wrong for male characters...

See them as a neccesary evil. There would be even more troubles without them. I know this booru that has only those tags, where the images are posted every some months.
And, without tags, how would I find the thighhighs neko posts?

I want separate the tags about genre (loli, male, macha, yaoi, e.t.c.) and image style (vector, photoshop, wallpaper, fixed, e.t.c.) from general category (don't know what's "general" mean)

I only stand by that. I rarely tag anything other than those, except a few due to high usage of certain tags.

Sticking to artist/circle/char/copy/fault is fine, but you need to have some tags (I'm looking at you, loli and shota) for no other reason than that some places consider it child porn even if nobody involved actually exists. Naturally, you have no real reason not to include other, subjectively more harmless tags, like cum and tentacles, because you're already doing some tags for blacklists and, hey, some people don't like those kinds of things. Of course, now that you're tagging so many things that some people might hate and some might search for explicitly, you might as well add completely harmless things like animal_ears and wings to make it easier to find things you DON'T want to blacklist, only now you have so many images that those tags aren't specific enough so now you have to add more specific tags such as kitsune and angel, and then it all goes downhill from there.
