Um...Thighhighs is technically like long socks right? So having socks over thighhighs is just weird...am I right or wrong? (If I'm both wrong, please explain.)

That's essentially correct, there's different thicknesses so some are more like pantyhose, but these appear to be quite thick so they're much more like socks. So yeah, socks over socks. It is strange.
