No. All user gain "Privileged" level with unlimited upload since account created, so imposible to limit user right now. If Drop (Contributor level) or someone else (Privileged level) uploading Pools with 50+ images, you or anyone will remind them and it will cause new problem.

If Admin decide to limit user by downgrade user level from "Privileged" to "Member", their upload in pending status.

Also, the excessive use of "hold" has become noticeable recently. Someone have as many as 600.
This may be intended to prevent flooding, but it also seems to be a side effect of being able to post without restrictions.
If the "Acitivate all held posts" is accidentally pressed, something terrible will happen.
I appreciate that they post good pictures, I think it's better to be as safe as possible.
From begining "hold" function it's for batch upload with 30+ images, but mods give exception for Paid Rewards. Checkmate also create solution (forum #33520) but no one care about it and only few user follow it (me, whitespace, lacepanties) and since there no moderation until now, this rule seems pointless.
