The anime ended quite early in terms of Index's plot. There's so much more development. Anyhow, look at volume 21 of the novels if you want your answer to who this is.

LOL. Well, I'd read the light novels if I could, but not being able to read Japanese... It sucks that light novel translations sell so poorly in the US, but tough luck I guess.
In any case, there are folks that can confirm that this is indeed from Index (albeit obviously from later in Index than the first series), then the tag is correct. And while the first series only covered about 6 novels IIRC, at least we are finally going to get more soon.
