It's still uniform if they're doing band's activities, not when attending school. So add both of the tags at the same time if you like (uniform for the T-shirt, seifuku for the skirt).

And I believe the same should also goes to the Kessoku Band's T-shirt.

The amount of kids the commander is making while at work is getting out of hand...

Well, I guess it could be kept temporarily until better version available?

Maybe adding upscaled tags is enough for now. Replace them when someone uploading physical scan.
