No, it's just the japanese apparently have an inbuilt fear/hatred of anything with more than two characters. See: Tu, Ti, etc. ;p

And yeah, they suck at romanising even more than america. I'll never understand the fascination they (and japan) seem to have with removing random letters and sticking stupid and pointless symbols on things. Although to be fair, britain is just as bad with Oxford of all people using macrons.

All Japanese adults must use "tsu" because they learned hepburn at junior/middle school. if they use "tu", just they're brain-dead.
