Probably because she was Fate Testarossa in her original appearance, thus continuing to tag her as Fate Testarossa keeps tagging much easier and from descending into silly little arguments over whether she's Testarossa or Harlaown at that point.

And also because there's a single, agreed-upon, easy-to-remember spelling for Testarossa, but various fansubbers seemed to have different ideas on how to spell the mouthful that is Harlaown, so it's just easier on everyone to pick the simpler-to-remember name.

It's the same character, just different age.
Imouto tends to go with original name, while others will update to a new name.

Same name, I'd be pointless to tag or even alias it. Saves us time too.
