I vaguely remember that the Milky Holmes team is 15-17, from youngest to oldest. Dunno about G-4.

This drawing's simply using a semi-deformed chibi style.

they always struck me more as 11-14 but they may just draw and write the dialogue younger but say they're older, which happens commonly in anime

I've seen the official illustration and looks of both the G4 and Milky Holmes from the official site. Well yeah, Hirano and Kotoko are shorter than Saku and Tsugiko yet Kotoko is shorter that Hirano. So I might think this as an opinion...
