Because Japanese people like to be efficient. Since she's gonna be sat there for a while doing her thing, she might as well charge her phone as well ^^ Maybe she forgot to charge it overnight and now needs to charge it a little before school so it doesn't die while she's out.

I do this often, sometimes I wake up with only 1 bar of power remaining and I'll charge it for a few minutes before leaving.

my interpretation:

comming home from school, she remembered that she let her onii-chan cum inside last night and wanted to make sure she wasn't pregnant. she then bought a home pregnancy test and rushed home. once home she rushed to the toilet to check if she was pregnant (too busy to remove her backpack). the results came back positive so she called her onii-chan to tell him but her phone was out of power. the decided to start charging it so she could call him right away.

Alternate explaination: She just got home from school, isn't feeling well...... girls would understand...... and is calling her friend on her discharged phone to tell her she won't be coming over after all.
