Why 1994? CCS manga was first published in 1996 and she was 10 (4th grade) in the first chapters. But she was 10 too in the first season of the anime (aired in 1998).
So, as I never heard about an official birth year, I think you can choose among these 3 years: 1986, 1988 and 1996.

I believe her birth year is 1986. Manga without date settings usually assumes all the story begins or happens around its created time, and according to the technology happened in the anime and manga (Tomoyo's DV, the TV set and the other things etc), I'm sure that's around 1996.
It's not like Chobits, a high-technology robot girl is obviously appears on the future, but I'm curious that many robot characters include Chi-chan connects other devices with things like AV cable, and they make friend by mail on the Internet. Does Clamp surely lack imagination on IT products, they don't think of IM or wireless lan?
