This is not Mikoto, it is "Last Order". That's what she's known as. She's clone #20001, and unlike all the others which were force-aged to be the same as Mikoto, Last Order was left as a loli.

Anyways, it IS Mikoto.
Drawn a bit awkwardly, but clearly not Last Order small, but Mikoto, also there's clear differences in facial structure too.

+ 1 for TheUnspoken: she's definitely Mikoto, not Last Order. I can even recognize a part of a Kuroko's twintail on the left edge.

Yes. First off, Kuroko is the same height or shorter by the looks, second, the swimsuit was Mikoto's, third, Last Order's child body doesn't let her those thin and long legs or upper body (so this ISN'T NEARLY as young looking as LO), and finally, Mikoto's face is different from Last Order's if you care to look closer, and this is Mikoto's face.
Please, if you don't know the character enough, don't mistag it as Last Order. It is Mikoto, not even one of the sisters, it is Misaka Mikoto herself.
