For this character in particular. Wouldn't it make more sense to have it as Hokuhou Seiki (北方棲姫） as opposed to the current, while technically has hime, isn't pronounced as such.

It's likely a "convention" (if isn't an official naming) - Google "northern ocean hime" will give you 60k+ results, while "Hokuhou Seiki" has round 2,000 only.
