Why does this character keep getting tagged with two names? If the two names are for the same person, then we should stop using one of the names. And if the two names are in fact different people, then it makes no sense to tag one person with both. Either she's one or the other.

Well, unless there's a difference in how she looks we she has the different names such that she could be considered different characters, I see no reason why we should have two tags for her. Plenty of other characters on this site have multiple names in the anime or manga or whatever that they're from but only get one tag. We only normally give them multiple tags if the character is distinctly different when they use each name (e.g. all of the variations of saber). Simply having two names isn't enough to merit two tags.

It does have difference though? I think that's the entire point to tag it (so if ppl want the arts in second appearance, they can search).

I am not very familiar with Kancolle, but iirc when the charterers went into "second form" (excluding the normal "改" ones), their appearances will change, therefore we tag the new name together with old name.

The change is particularly trivial in this case though (this vs this). But a major difference is the cap/hat.

After looking more closely at various of the images with those tags, the only possible difference that I see is her hat, since it seems like she has a black one sometimes and a white one at other times. Looking at some of the pics (e.g. post #345841 and post #344182), it looks like it might be that she's supposed to be with Japan when she has the black hat and Russia when she has the white hat. I seriously question that it's worth having different tags just because of her hat, but if we do want to do that, then we at least need to apply the tags consistently such that she has one tag when she has the white hat and the other when she has the black hat (and I guess that we'd pick a default when she didn't have a hat), but from the looks of it, folks are always either just tagging her with hibiki_(kancolle) or tagging her with both, which just makes the verniy_(kancolle) redundant. And is anyone honestly ever going to be searching for her such that they only want the Japanese version or only the Russian version - especially if the only difference is the hat?

I vote that we just make verniy_(kancolle) an alias to hibiki_(kancolle) so that she can be found with both tags but don't have to worry about which variant of her a particular image is using, especially since the difference seems to be very small.
Verniy images are tagged as both because there is an implication from vanity to hibiki (in the tag system). That's always how we do it for character(s) like this (like we link all sabar variants to saber). That's not ideal, but I don't think we're going to change it any soon.

And I agree for this particular one, the difference is small. But the difference is much more significant for other similar character(s) in Kancolle (like u-511/ro-500 mentioned above). So personally I prefer to not change it for the consistency sake (and follow the convention). If you want to search both just use hibiki_(kancolle).
