However, it is blurred to remove garbage.

Can't view that image (403 forbidden), but will remove that fault-typed tag anyways.

However, it's suggested to save a fixed image to PNG format, or the image quality will get even worse (like this one - added jpeg_fix because of this).

Maybe you can just sharpen it.sharpening can not restore the specifics but sometimes it really makes sense to those blurry images.
I happen to have some models to do remove garbage and sharpen,however I can not find the source...so I sharpened it by DNN and some filters.
