I don't think "本当にありがとう" meaning "Thank you very much" fits this situation since they are not over yet. They are trying to overcome and re-build.

Nope, because:
1. Image probably NOT created by the staff themselves, but one of their fans/supporters instead
2. If it had been meant to be what you mentioned, then there should have been something more after that "thank you" one (which refers only to what had happened before the incident) shown in the image.
