This is because they haven't had time to check the validity of the card yet.

This always works with Kindle Unlimited, you can easily take your time to browse around for 10 Kindle Unlimited ebooks (the maximum amount you can have in your library at a time).
It is trickier with regular (Japanese) ebooks. Your account will get flagged by the system and closed faster, so you don't have a lot of time to buy additional books and log in on Kindle for PC after placing the first order.
I haven't had any luck with buying English or international books.

Be sure to do this behind a VPN, and in a fresh incognito window.
TBH, it sounds risky in my opinion.
