I go for mpixels:<1.2 to tag lowres pictures. But something around 1~2 is very ok, I guess.
CriteriaLowres images (at least 700x1000) with no better scans available on the internet should be saved, until better versions are uploaded. If the picture is too small + has some image fault, it should be flagged for deletion. I guess. Maybe it's better not to act too radical, keep making small changes little by little? Maybe this way you mods can feel what's the best way of solving this issue.
