I think it's kind of like a signature? There's a bunch of these Strike Witches images all with that shadow character lurking somewhere. I think of it as Yoshika with panties on her head perving over the other squad members.

thats actually Yoshika's evil alter ego thingamagig, kind of a running gag with the show and it's images, think the first one appeard during an eye-catch in the first season
